Your electricity rate in Texas is made of two parts. The energy charge from the retail provider you pick, and the delivery charge from the TDU that owns the poles and wires at your address. You choose the provider. You do not choose the TDU, and your address moves both numbers.

Delivery charges differ between CenterPoint and Oncor. Wholesale power costs differ because ERCOT settles each zone separately, and congestion and local generation are not the same across the state. Not every provider competes in every territory, and the ones that do price each one on its own. A statewide average blends all six and describes none of them.
