How We Rate Companies

• PUCT Rating: This is the official scorecard published by the Public Utility Commission of Texas (PUCT).
• Plan & Rates: We evaluate electricity rates across each company's portfolio. Lower average rates per term lead to higher scores. We also slightly reward companies offering a balanced portfolio. However, we did not include any score for plans that are difficult to understand or require special equipment such as intelligent thermostats, EV data devices, seasonal rates, or “highest consumption day” rewards.
• Cancellation Fees: We compare the cancellation fee of each plan against others and normalize the data. Lower cancellation fees per contract term result in better scores.
• Transparency: We evaluate how consistently a provider displays pricing across the two main shopping channels used by Texans: Power to Choose and the company’s own website. This score is based on two factors: (1) **Power to Choose vs Website** — we compare the provider’s posted plans on Power to Choose with the equivalent plans on their website. Companies that show similar pricing across both platforms receive higher scores. (2) **Google Sponsored Ads vs Website** — some companies display one price in Google Ads but a different price when the user lands on the website. We penalize this practice because it creates confusion and reduces transparency for customers.
• CEF Score: The overall rating is the average of these ratings.

Clear Energy Facts ratings do not include customer service scores. For that, we recommend checking recent Google Reviews and other independent sources. Be cautious with customer service ratings shown on some comparison sites, as they can be outdated or influenced by sponsored providers.
