What Is Smart Meter Texas and How to Use It to Find the Cheapest Electricity Rate

Smart Meter Texas is the most valuable tool Texas customers have to stop overpaying for electricity, and most people have never logged into it.
It is a free portal that shows your electricity consumption every 15 minutes. It is not run by a retail provider and it is not selling you anything. It is a joint effort by the five transmission and distribution utilities, the companies in charge of delivering the electricity: AEP Texas Central, AEP Texas North, CenterPoint Energy Houston Electric, Oncor Electric Delivery and Texas-New Mexico Power. It is endorsed by the Public Utility Commission of Texas. The site stores the daily, monthly and 15 minute interval readings recorded by your smart meter, and gives you secure access to all of it. If you are one of the roughly 8 million premises in a competitive choice area of Texas, your data is already sitting in there waiting for you.
You can use that data in two ways. You can log in and monitor your own consumption, or you can download the whole history as a CSV file. You can also authorize a company such as Clear Energy Facts to read it directly, so your real usage history gets run against the plans on the market instead of a generic estimate.

The main reason is context.
We collect the best plans in the market, and that includes the offers listed on Power to Choose. This part is bigger than it sounds. Some of the best rates in Texas only show up on Power to Choose, because providers do not pay third party aggregators to carry those offers. If a comparison site earns its money from provider commissions, those plans have no reason to appear on it.
We do not just collect that data. We categorize it properly, so you can see what a plan actually is rather than what the marketing calls it. A bill credit plan is not a fixed rate plan. A tiered plan is not a fixed rate plan. Most sites label all of them "fixed."

1. Compare every plan type against your real usage
Fixed, tiered, free nights, free weekends, all of them, priced against your own history instead of the 500, 1,000 and 2,000 kWh benchmarks on the label.
The logic behind this is simple. If you have a full year of usage history for your home, you will probably use electricity the same way next year. Same thermostat settings, same appliances, same routine. That premise is what makes the whole calculation work.
Which means you should only use your Smart Meter Texas data if you are confident your habits are staying the same. If you recently moved, if you decided to change your thermostat setting dramatically, if you added a pool, if you bought an EV, the calculation will not be accurate. Your past year is no longer a fair prediction of your next one.
In that situation, our recommendation is to skip the usage based comparison entirely and shop True Fixed plans only. A True Fixed rate charges the same price per kWh no matter how much you use or when you use it, so it does not matter that you cannot predict your usage.

3. Free Weekends Calculator
Exactly the same approach. Get the free weekends plans in your area and test them week by week with the Free Weekends Calculator. Give it time. At least a month before you decide to enroll.
People assume free weekends plans are a good deal because they are out of the house all week. What they underestimate is how much the HVAC runs on weekdays while nobody is home, especially overnight. Your house does not stop using electricity because you are at work.

Battery rental plans are on the rise in Texas. You can now sign a fixed rate plan and get a home battery along with it.

If you do not have Smart Meter Texas, or do not want to use it
That is a legitimate choice, and you can still shop well.
Pick the best True Fixed plan you can find. No free nights, no free weekends, no bill credits, no seasonal pricing, nothing conditional. Without usage data you cannot evaluate whether a conditional plan works for you, so do not take the risk.

A word of caution
Plenty of brokers and comparison pages will offer to pull your Smart Meter Texas data. They will do it, and the analysis they run may be perfectly sound.
The catch is what they compare your usage against. Many of them only run it against the plans they sell, meaning the plans they earn a commission on. You will get the cheapest plan, but the cheapest plan within their inventory, not the cheapest plan in the market.
So before you hand over your data, ask a simple question: does this comparison include Power to Choose offers and plans from providers who pay them nothing? If the answer is no, the result is a sales recommendation with a data analysis wrapped around it.
